The President of the Republic has announced a third phase of the Future Investment Program (PIA).

This program, which originated in the 2009 Juppé-Rocard report, is an original initiative that prepares France for the challenges of tomorrow. It is guided by three key words: excellence, innovation, and cooperation. Since 2010, €35 billion has been invested in higher education, research, development, and innovation in strategic sectors of the French economy (industry, digital technology, transportation, energy, and health). An additional €12 billion has been added since 2014 to reinforce this momentum.

3rd Future Investment Program

The €10 billion announced by the President of the Republic for a third Future Investment Program amplifies the initial ambition and addresses three priorities: supporting progress in education and research, promoting research, and accelerating the modernization of businesses.

PIA 3 will place the greatest emphasis on teaching, research, and research promotion, with a total of €5.9 billion in funding out of the €10 billion available.

With regard to SATTs

The two previous PIA programs funded an unprecedented effort to accelerate the transfer of research to businesses and address a significant shortfall in France, notably with the creation of SATTs. PIA 3 will continue to support SATTs in order to strengthen them financially and intensify their activities.

New innovation ecosystems:

  • Finance the desirable creation of a SATT-type technology transfer organization in Normandy.
  • Consolidation of certain SATTs whose scope of intervention does not coincide with that of the new regions or whose activity is limited.

Development of high-performance innovation ecosystems:

  • Establish SATTs in their mission of maturation, beyond the years of funding provided for under PIA 1, the SATTs.

Integration of SATTs, incubators, and accelerators:

  • In some regions, a rapprochement between SATTs and incubators.

Frontier Venture Post-Maturation National Fund:

  • Frontier Venture will invest equity capital in post-maturation or pre-industrialization investments.
  • Establish Frontier Venture to provide organizations with a tool for amplifying initial fundraising efforts, based strictly on co-financing and risk sharing.
